The digital assets market enters August in a notably steadier posture than the headlines might suggest. Despite a security incident that would once have triggered sharp drawdowns, Bitcoin held its ground above $62,000, closing July with a gain of more than 7%. The market absorbed a meaningful self-custody exploit, continued corporate treasury sales, and a tense geopolitical backdrop without the disorderly selling that has characterized past episodes of stress.

On the regulatory front, attention in Washington centers on the Digital Asset Market Clarity Act, which now faces a narrow window in the Senate. As of the end of July, the Senate had not yet filed a motion to proceed, the first procedural step toward advancing the bill, and the summer recess leaves little room to maneuver. Ethics provisions remain the primary sticking point, with a revised compromise from Senators Gallego and Tillis sent to the White House but not yet answered. The stakes are high: with roughly 80% of crypto developers and 88% of market share operating offshore, the United States remains the only major market without a comprehensive regulatory framework.
